fix(APP): 操作确认改为5秒倒计时双重确认，杜绝误触

- 接收/驳回/转交/派发/保存记录/创建首道工序 确认按钮：首次点击进入5秒倒计时，期间再点=取消反悔，倒计时结束再点才执行
- 结束分支/撤回转交/删除记录/删除图片：改为自定义倒计时确认弹窗，替换 uni.showModal(APP端原生弹窗取消行为异常)
- 修复 canDeleteImage 权限误判(严格===只比username→宽松双向比较)，负责人不再看不到删图按钮
- 页面卸载清理定时器；操作失败增加错误提示消除静默
